The Steel Valley Authority (SVA) was founded in 1985 as a local response to the decline of the steel industry. Their Strategic Early Warning Network (SEWN) program, funded by the PA Department of Labor & Industry, provides no-cost services to small and medium-sized companies across the Commonwealth.
